Exchange 2016 - Changes to the public group membership cannot be saved. You do not have sufficient permission to perform the operation on this object.

I have looked through all of various ways to fix the way permissions are applied. Such as creating a RBAC group, verifying settings, etc. https://support.microsoft.com/en-us/kb/2586832 But these do not seem correct on a fresh install of exchange 2016.

Have Exchange Administrator Modify the Role Assignment Policy that is applying to the users that need to modify distribution groups.

  1. Navigate to ECP web console > Permissions 
  2. Click on User roles
  3. Select Default Role Assignment Policy or whatever policy is applying to the users that need to modify distribution groups
  4. Click Edit
  5. Scroll down and put a check mark next to "MyDistributionGroups" 
    • This role enables individual users to create, modify and view distribution groups and modify, view, remove, and add members to distribution groups they own.
